Another ISP job opening in Nigeria

I'm bidding on a project to set up a dialup ISP in Abia State,
Nigeria. The company wants someone (preferably from the US) to
come in and be the technical brains behind the company. 

If the bid goes through next month, the position will pay
up to US$70,000/year, plus a local allowance for expenses. The
location is in Abia State, just north of Port Harcourt/Rivers
State. It's a safe, quiet area. The downside is that it's a
safe, quiet area.. there's much to do there besides work, eat,
sleep, drink, etc. It's about an hour and a half from major
cities (Enugu or Port Harcourt) and 45 minutes away from 
Owerri.
