With all due respect to the people living in America's heartland, one can take
the above statement and insert ANY minority in the place of "in America's
heartland".  How about counting African American votes for two, just because
they're in the minority?  Arabs?  Jews?  Asians?  Homosexuals?  Etc... Added
up all together, the people in the heartland aren't even that small of a
minority. They just controlled the land at the time the Union was formed, so
they had the bargaining chips to negotiate a good deal for themselves. This
has nothing to do with inherent fairness, just with historical luggage.
