new RIPE-style routing registry conversion

David Kessens is getting ready to move the FTP-sytle RR (routing registry)
from RIPE-NCC to ISI.

As I will be on vacation from now until 24 June, it will be in David's
hands to notify the list and of course to carry out the conversion (I'm of
little help on this part anyway :-).

So please address all queries on this to David at:
