I believe you mean exchanges?  We have several 6bone sites that will act as
exchanges, one of which is Digital-CA.

If a site becomes an exchange, then the tunnel must be going from the leaf
site to this site.  From the way you ask your question above I get the
impression that you want to hand out NLAs below the pTLA even if they
aren't directly connected.

Am I missing your intent, or are you trying to do a style of addressing
beyond the aggregatable address ID?
