How to do address assignment

We have got one subTLA block and
if  I futher divide my subTLA as following:

              1/35   1/39   1/43   1/48
      ---------+------+-----+------+--------------
      | subTLA | NLA1 | RES | NLA2 |             |
      ---------+------+-----+------+-------------


Since aggregation is an important topic in IPv6 world, when we assign one NLA1
to one organzation, should we reserve the next few NLA1 blocks in advance? ( to insure continous address allocation to a single organization once the
 organization have consumed their origin NLA2 and ask for another NLA1 block assignment)


Is there any document talking about this?
