[6bone] Return of 3ffe:4002::/32 by Motorola Labs

Motorola Labs is returning the pTLA 3ffe:4002::/32 to the pool.  On behalf
of Motorola Labs, I thank you for allowing us the opportunity to have taken
part in the 6Bone community as a pTLA holder.
