Although I am not part of the official 6bone management group, I can tell you
this:

As outlined RFC3701 [6bone Phaseout], no new 3FFE pTLA address space can be
allocated as of and after January 2004.

It is recommended that you pursue after APNIC procedures to obtain a production
/32 prefix instead.
