[ale] lost runlevel

If I run Xwindows (which is always) then go to reboot my
system I get a message about "Cannot determine run level..
doing hard reboot" and the system reboots without going 
through normal shutdown procedures.  When I remember, I issue
a 'telinit 5' before rebooting then the system reboots normally.
Does anyone know what's happening or how to fix it?  If I just 
boot up and never start X the reboot command works normally.
