[ale] OT: Affordable ADSL for Paulding County?

I live in Paulding and have Comcast cable.  The only DSL service
available is a 144Kbps IDSL type line available thru Covad as a
Telebit service.  Comcast is slow in deploying cable modems. 
Bellsouth's nearest CO is too far for ADSL or SDSL.  It is frustrating
when Paulding is such a fast growing community.  We have hundreds of
new houses being built in all these new subdivisions.  It is amazing
how slow BellSouth is in reacting to potential markets.  Does anyone
know how much it costs to build a new CO?  Thousands?  Millions?
