[ale] SYN Cookies with 2.4.1

Hi there,

	Well I recompiled my kernel to include syn cookie support. here is
the line right out of the .config CONFIG_SYN_COOKIES=y however when I
reboot I do not see /proc/sys/net/ipv4/tcp_syncookies so I can echo 1 to
it and enable it.

	Did. I miss somehting. Is this not needed in 2.4.1 I can't imagine
that it would not be. Or did I just screw something up?
