I think you??ll kill me. We find the problem!!!
We have a rule in our firewall that all outgoint udp packets to 53 are
allow. So we add the rule for TCP too and its working now!!

Check what is the HELO from your server.  I have
gotten into a situation where hotmail servers
ignore me because I do "HELO localhost.local".
Change it to "HELO real.servername.com" and it
works.  It is a primitive Spam measure, but I
would not fault hotmail.com for that.
