[ale] panel broken fix

Hello,

Thanks to all that helped in me trying to fix the broken (missing) panel
under root and other users.

Steps that helped:
Redownloading all the gnome rpm modules and forcing an install.
found a user login that worked normally.
copied the '/home/user/.gnome/session' file to /root/.gnome
edited the session file to replace all instances of '/home/user with
/root
