[ale] Localtime vs. UTC

I want to switch to using UTC and NTP. I currently have
my bios set at the EDT time and my timezone in Linux is Eastern.
Can I just remove /etc/localtime which is a copy of
/usr/share/zoneinfo/US/Eastern and immediately be on UTC?
If I set my bios to UTC time and still have /etc/localtime how will the
system convert that UTC time to EDT?
