Corel Draw for Linux (http://linux.corel.com/products/draw/index.htm)
Scan stuff in and hack at it with Corel Photopaint (http://linux.corel.com/products/pp9/download.htm) or ImageMagick (http://www.imagemagick.org/).
If technical drawing float your boat as logos (some are pretty cool), try IsoCal (http://www.isocalc.com/)
TuxPaint and XPaint (ala freshmeat.net)
