Exactly - but the OP wanted to imbed them in html. How would a web browser
make use of the layers, anyway? (Trying to think of a good reason...)
If the purpose is to allow downloading the lossless and layered xcf,
for use by another program such as Gimp, then that's easily arranged via
existing means, as you suggest.
