The answer is to make the .htaccess file in the /home/foobar/www/bbs/
directory read as follows:
/home/foobar/www/bbs/.htaccess
Satisfy Any
Allow from all
All the other directories still prompt for a userid and password and the
bbs requires no userid and password.
