[ale] keymappings under Gnome and RH 8

I've modified my Xmodmap to set specific function key codes for the Dell
Keys and verified it works with xev.

Before Red Hat went with Bluecurve, there was a utility that allowed you
to create keypress->to->commands mappings easily.  Now, however, they seem
to have decided that there is only a subset of operations you should be
able to control.

Anyone know what I need to edit to create custom key mappings under Gnome?
 I'm using gdm.  I've been googling but finding solid documentation on
Gnome is a p-i-t-a.
