But 0-6 are constants, so init would need to be rebuilt, yes.
Alternatively, maybe use 4 for a custom run level?

I think you'd have to recompile init, per the man page:
/sbin/init [ -a ] [ -s ] [ -b ] [ -z xxx ] [ 0123456Ss ]
/sbin/telinit [ -t sec ] [ 0123456sSQqabcUu ]
