Because it includes a JVM.
Sun's vision / crack pipe dream is that everyone will migrate their desktops
to the Sun Java Desktop because everyone has of course already rewritten all
their vertical apps in Java. Sun considers the office desktop to be nothing
more than a place to run Java applets. Of course, their Java Desktop can't
even run one of the Java applications, Navisphere, I use regularly ;-)
