[ale] OT: DSL with no phone number

Last night on The Screen Savers Patrick stated that Georgia was the only
state that believes you should be able to get DSL without a phone line
or local phone service.  I've been wanting to switch to VOIP so I can
get all the services at a fraction of the cost of land-line phone
service.  The problem is that I have DSL so I thought I can not
terminate my land-line service.  Is it true that I can?
