As I've noted, he shouldn't change the size of the image, simply the 
dimensions.  Whether he's talking inches or pixels is irrelevant.

The photo shop will retain the aspect ratio of the image, therefore it 
will have to crop the image to the proper ratio.  If it's a 4x6 that's a 
.66 ratio, 5x7 is .71, what are the dimensions of the pic?  Since they 
are cropping the top and bottom, your image is too tall.  You should 
take the width measure, multiply .66 if you're goint to print a 4x6, .71 
if you're going to print 5x7.  The value you get is the heigth the image 
should be.  Crop to that value and then do your border/date stuff.
