This is correct.

Try adding -x option to mgetty to get more output.  Also, you can add 
the -n N to set to answer on N rings.

S0:35:respawn: /usr/sbin/mgetty -x 9 -n 4 /dev/ttyS0

What's your init-chat string look like in /etc/mgetty+sendfax/mgetty.config?
