Multiple lines = Multiple ATAs

Yes, same ATA with 2 numbers would be similar to landline "ringmaster"
service.

Packet8 and Vonage will give you extra numbers for $5 per month. Are these
the same numbers on a single ATA? I would like to have multiple lines. I
assume I would need multiple ATAs?

I would also like an 800 number.
