[ale] Another ALE Speaker makes the news!

Those of us at the ALE Central meeting remember a short speech by Andy
Stein about his plans for a government open source software repository. 
He spoke to us about Government Open Code Collaborative ("GOCC") and the
Open Government Interoperability Project ("OGIP").  

It looks like his project is starting to create some buzz in the
mainstream. The GOCC made slashdot, which linked to
