[ale] No rpmbuild in RH9 rpm-4.2-0.69?

I have rpm-4.2-0.69 installed on RH9.  The command rpm -b doesn't work,
and the man page says it has been replaced by rpmbuild.  I have a
/usr/lib/librpmbuild-4.2.so, but no rpmbuild!  What gives?  Anybody
running RH9 who can check 'rpm -q --filesbypkg rpm' for me?
