My guess, from looking at the file list, is that the name of the program is /usr/bin/panel.

Maybe they put it somewhere stupid that's not in your path? I don't
know aptget, but rpm permits you to list the full path to everything
installed by a specific package. Does apt have a similar possibility.
When all else fails: find / -name gnome-panel -print & echo "go for coffee"
