I think you're looking confusing &quot;REJECT&quot; with  &quot;DROP&quot;.  &quot;REJECT&quot; 
replies with, what is considered proper nettiquette, that the port is 
blocked/not accepting connections.  &quot;DROP&quot; does just that, drops the 
packets to nowheresvile without any replies.
