For closure:
'777' permissions I had placed on '/dev/ttyUSB0' were correct and
persistent. The
softlink I had put in place of '/dev/ttyS30' was being overwritten on
boot. I found
the file 'cameras.xml' and edited it to name /dev/ttyUSB0 as the camera
port, and
now it works fine.

Yes, in '~/.kde/&lt;yada-yada&gt;/cameras.xml' (and a few other spots).

Yes, but the soft-link replacing '/dev/ttyS30' did not persist.
