[ale] Why do malformed URLs redirect to microsoft

This is spawned off of the conversation in the March 9th thread about
firefox redirecting to microsoft.  I've set up a web page that explains why
malformed links end up redirecting Mozilla/Firefox users to microsofts web
site.  The page also proposes a relatively simple fix, which involves
page-rank spamming to promote a more appropriate site (the w3c protocols
page).
