I /think/ that the swarm is people with partials.  when they finish
they'll be seeds, and in the meantime they still seed but can't any
service 100% of requests

AFAIR anyway.

It's also possible that the tracker/client only takes 9 points to pull
from, and it's just telling yo uthat there are 200 of them that it's
choosing from.

I'm thinking the first, but I don't see swarm on my interfaces :o
