There was a short story about an Open Source project to create a
spaceship in the December 2006 (it's SF, of course it's in the future)
issue of Analog.  It was called Openshot by Craig DeLancey with the
lead character nicknamed Penguin.

They compete against a well-funded private venture for a prize.
