Depends on the context, really. 

It's possible to get a VPN connection without having to install VPN
software onto individual hosts, you just have to have the router do it
for you and then NAT the traffic. So you can drop a cisco router in a
branch office, set it up to forward all traffic through the ipsec
tunnel to a router at the home office, and no one needs to install the
Cisco VPN client. 

Road warriors, otoh, are screwed.
