That's correct. With stock linksys firmware, the port marked internet
is essentially treated like it's in it's own VLAN and subnet and
there's no ip helper option to forward dhcp off subnet. What you're
trying to do wouldn't work because the Internet port needs must be on
a different subnet than the 4 ports of the built in switch, otherwise
it wouldn't be able to perform as a router.
Unless you need the extra port, just connect Router 2 on one of the
normal layer 2 ports to Router 1 on one of it' normal layer 2 ports,
and it should work fine. Otherwise, you'll have to replace some
firmware (which is something I'd recommend anyway)
