[ale] cpu usage in percentage

load average does not translate to % cpu utilization unless it's less
than 1. top shows a breakdown of % cpu used by each process over a
timeframe. But conceptually, load average does not directly equate to
an available amount of cpu resources.

Tell your users to think of load average as the number of people in
line at the bank or grocery store checkout.
