[ale] [ALE] OT: article on encryption keys and cloud computing

I got tired of the article early on. GOV is going to private cloud because
it's cheaper than what they currently have. Not as cheap as commercial
cloud where stuff can be anywhere. Of course, how much is your government
function worth? One good flood in India and if the IRS loses everything
that's pretty expensive.

One day article writers will learn that just because they like something
doesn't mean it's a good idea. Obviously not today, though.
