Was going to point out Konqueror does but noticed you said "modern" :)
Had to search since I have never used it (unlike the easily acessable right
click menu in Konq) but Firefox has image.animation_mode which can be set
to,
none ? will prevent image animation
once ? will let the image animate once
normal (default) ? will allow it to play over and over
At least animated GIFs do not have sound, huge plus over videos that auto
play! And while few bother, they can be optimized to be quite small.
