PRISM too much trouble? Get MUSCULAR

  I have serious trouble taking these acronyms seriously.  VIGILANT
FALCON, anyone? The story goes that the better your acronym, the more
likely your pet project will get funded, but most of these are pretty
ludicrous. Waiting for "PROJECT MURKA" to show up in some documents. ;-)
