In this context, my question is: When were the terms congestion control
and flow control coined?
I intentionally don't ask for the typical definitions in lectures "flow
control is between TCP sender and receiver" and "congestion control is
somewhat in between".
(A definition like this is vague, and in my opinion, exactly this
vagueness is the very problem.)
