put another way: I said that identical time out algorithms on A and B
are necessary have both TCPs use their fair share of resources on the
bottleneck (unsaid: link between s and c).
Vint said: the use of an identical time out mechanisms is not sufficient
for this purpose.

(at least this is my understanding ...)
