the first dumping I saw was in Router Requirements (RFC 1812) (section 4.3.3.3)
"A router SHOULD NOT originate ICMP Source Quench messages."

I recall talking at length with Craig Partridge about a draft of that doc on a trans continental flight 
and specifically talking about SQ
