If the exercise about milestones specifically for TCP/IP is to be
meaningful, then it needs to be about TCP/IP and not about preceding
technologies or independent efforts. Besides not covering IMP work, it
doesn't cover the OSI TP* work, unless someone can claim and convince
that it was essential to the TCP/IP track.

The issue isn't that such other efforts were not not important; of
course they were.  The issue is focus.
