Time Warner Cable YouTube throttling
I use FIOS. Here is my result:

In my case, I suspected two things.
1. congestion (verizon over subscribed)
2. packet out of order (high packet drops in alternet-google could be
a symptom of multipath)
Not sure which has bigger performance impact to youtube.
