For that plan I personally like the idea of the layer of indirection separating identification from location as I see it having lots of benefits like scalability, site multi-homing without BGP-fu, provider independence, etc. albeit at a complexity/performance cost.  The advantage I see in LISP(-like) approaches is that it pushes that cost out to the edge where all you need to do is give your hamsters vitamins, leaving the core untouched.
