I have built a small data center in Dominican Republic and Jamaica. They
each have different issues. Shipping should not be that hard, but be
prepared to pay off the locals to get your stuff safe and sounds to your
building. The biggest issues I found had to do with getting reliable
power. In the DR your best bet it to just generate it on site.
