Didn't you do some consulting for CODETEL? I seem to remember your 
name being mentioned by some of the guys there.

If equipment is sent via global carrier they will usually take car of 
the paperwork and charge you for it. 

As you mention, power will be a major issue in DR since they've been 
having serious power problems for several years. They claim to be 
working towards solving that but I doubts that would happen any time 
soon. Your best bet is to plan for a good generator. Do not think of 
it as an emergency generator since it'll probably be on a good part 
of every day.
