1. Why are you using DC?
Are you building a switch facility, or a colo/web hosting facility?
Most of "us" are building colo/hosting.  DC is evil.

3. See #1.  .65??  I'd say that was "rough".  I've seen as high as .95.  
Course, I've also seen as low as .55.  I guess I don't have a point, other
than to say "thanks" for the formula that I've known, disagreed with, yet
still used for X years.
