[ale] Palm development

It took me a while to get up to speed when I was looking at this, I put together
some rough notes at http://www.tragus.org/~jcej/palm/prc-tools.  That's from the
middle of last year, though, so things may be out of date.  I haven't really done
much since then, I'm waiting for shared library support in prc-tools before
I delve any deeper.
