I think the theory is: wire is cheap, labor is expensive.
It's easier to pull a few extra wires in the same jacket - just in case -
than to pay a crew to come in, remove the ceiling, pull new wires,
get them inspected, etc.
That way, you're ok if a wire breaks, or if future higher-speed networks
need a couple extra wires.
