While Germany may have had Income taxes, Hitler was actually a tax 
evader.  One of the perks of him getting elected as Chancellor was that 
all of his unpaid back taxes were forgiven -- some $7 million in today's 
money.  And the brueaucrat who fixed it was given an annual tax-free 
stipend of about $360,000.
